Attestation de Destination (A.D) Certificate

The Attestation de Destination (AD) Certificate, also known as Certificate of Destination, is an essential requirement for all cargo entering the Democratic Republic of Congo (DRC). It is designed to streamline customs processes and ensure compliance with the DRC’s import regulations.

A valid AD Certificate is required for all goods arriving in the Democratic Republic of Congo by land. This includes cargo released at ports such as Mombasa, Dar es Salaam, or any other port that requires a land route to reach the Democratic Republic of Congo.

Regulations

  • All cargo destined for the Democratic Republic of Congo must be accompanied by a valid FERI Certificate.
  • The Charger, BEFORE loading cargo, must apply for a FERI certificate.
  • The FERI Certificate must be validated five working days before the vessel arrives.
  • Shipments that arrive without valid FERI Certificates shall be subject to a FERI issuance charge and a fine of 20% on the freight value. (409/021 – 23th March 1992)

Habena Freight Limited, a registered company authorized by Tanzania Revenue Authority (TRA) to carry out clearing and forwarding services in all customs areas including ports, airports, and border points.

A digital portal which enables exporters to apply for, retrieve, and manage issued FERI certificates.

FXI is a Unique Identification  that is displayed on the GICHE document. This number also represents the Tax Registration ID of a business in the Democratic Republic of Congo.
